There is a consultation desk for foreign residents set up in the prefecture with consultants who can speak foreign languages, provide information and recommend specialized offices in accordance to the needs of the client about issues concerning labor, medical care, education, etc.
Consultations may also be done through telephone, FAX or e-mails.

Free counselling and listening services
Tokyo English Life Line (TELL):
03-5774-0992 Phone hours are 9 a.m.–11 p.m., everyday. TELL is a non-profit confidential counseling service in English. TELL offers a wide range of referral services, incl. names of doctors and therapists. Sometimes the line is busy so you need to keep dialing. JET Peer Support Group (PSG) Hotline:
Call us: 050-5534-5566 || Skype: AJETPSG Confidential peer counseling for JET participants only. JET volunteers are on call every night from 8 p.m.- 8 a.m. and have experience dealing with a wide range of calls, either JET-related or not, including personal problems and information on alternative lifestyles. Call this free dial number and obtain from the recording the phone number of the volunteer on call that night. This is probably the most useful counseling/referral service for JET participants because they understand and have probably experienced the same JET-related problems themselves. Calls made to the PSG Hotline are kept strictly confidential. |
JET Programme Mental Health Counselling Assistance Programme

CLAIR offers the JET Programme Mental Health Counselling Assistance Programme with the aim of enhancing mental health support for JET Programme participants. This Programme provides a partial subsidy (50%, up to 30,000 yen per year) for counselling costs incurred through consultation with mental health professionals not covered by health insurance.
The coverage period is from 1 April 2024 to 31 March 2025. For further information, please read the following guidelines and consult your contacting organisation.

JET Programme participants are also able to receive professional counselling for free through Web Mail and Skype, as part of the JET Online Counselling Service established by CLAIR. After registering for the service JET Programme participants can communicate with a counsellor without limit when using the Web Mail service and can book up to 7 counselling sessions over skype per year. The useable period is from 1 April 2023 to 31 March 2024. Please ask your contracting organisation or Host Prefecture/Designated City, or check CLAIR News (email edition) for more information.

Sexual Assault and Harrassment
CLAIR has included information in the Contracting Organisation Manual (任用団体用マニュアル ) about sexual harassment, how to avoid it, and what to do if it happens. If you wish to speak with your supervisor about this subject, please confirm that they have read the relevant passage in the Conttracting Organisation Manual.
